  随着经济全球化进程的加快和国际贸易自由化的发展,为保护本国产业的利益,各国纷纷加强技术性贸易措施的制定和实施,其中技术性贸易措施主要包括《技术性贸易壁垒》(TBT)和《实施卫生和植物卫生措施协定》(SPS)是WTO框架下两项最主要的技术性措施。根据WTO的有关规定,WTO成员在制定、实施某一与贸易有关的技术标准、技术法规前,有义务向WTO各成员及时通报其即将制定、实施的技术标准、技术法规等贸易文件;同时,WTO其他成员有权对通报的文件提出评议意见,即对通报内容进行官方评议。
  开展通报评议对于打破技术性贸易壁垒、保护我国利益和出口企业利益具有重要的意义:评议使我国在WTO其他成员制定技术性贸易措施的早期阶段,就参与其标准、法规的制定工作,及时反映我国的意见,从而有机会延缓、降低乃至消除因WTO其他成员制定技术性贸易措施给我国对外贸易所造成的损失,最大限度的保护我国经济利益和企业利益;同时,帮助企业及时和准确地了解国外市场准入的法律法规及市场动态,做好应对准备,便于产品的出口贸易。
  受农业部的委托,全国饲料评审委员会办公室承担了我国饲料行业官方通报的评议工作。本栏目旨在为广大饲料企业和科研、管理人员提供信息交流的平台,希望大家在规定的评议期限内将意见反馈至我办,以便及时、有效地通过国家有关部门表达我国饲料行业主张与意见。
